Australia is a bad, bad place full of Australians. It is a very bad idea to go there. It is not a good place to become educated in anything except perhaps Annoying Accents 101. I highly recommend not doing it.

It doesn't give out cheap anything to anyone, in my experience, but at least it only takes one year to get teacher certification if you already have a BA (or BS, BM, whatever). I asked my high school teacher brother, and he said tuition was NZ$6000 (approx. US$4500, I think), of which NZ$5000 was covered by scholarships. Living costs are quite cheap in the South Island university towns, but can get bloody expensive in the North Island centres. Employment is virtually guaranteed after graduation. My brother got a really senior, well-paid position almost immediately, and he's not even an experienced teacher, thereby becoming the first person in our family to have a Real Job.
Hmmm, I'll have to look into it. My main concern is that the cert would transfer over to Canada easily, as I do intend (one of these days) to move back home. Australia is very popular amongst Canadians for education degrees, though I've no idea why.
